Canada is all set to offer new routes to permanent residency for domestic talent already residing there. A recent announcement to this effect was made by the Canadian Immigration Minister, Marco Mendicino.
Immigration Refugees and Citizenship Canada (IRCC) highlighted that immigrants to Canada enrich the Canadian economy with their significant contributions. The 2020 Annual Immigration Report described the new pathways to immigration when it was tabled in the Canadian Parliament.
The Canadian Immigration Minister specifically mentioned that Canadian immigration express entry applications of international students, asylum seekers, and temporary foreign workers currently residing in Canada during the COVID-19 pandemic will be expedited.
Legal Implications of the New and Expanded Pathways for Canadian Immigration Express Entry
Due to the onslaught of the global pandemic, Canada is expected to significantly fall short of its targeted immigration number of 341,000 in 2020.
To lessen the pandemic’s impact, many program-focused Express Entry draws were held to expedite the permanent residency applications of workers and students. For instance, many Express Entry draws were specifically held only for Provincial Nominee Program (PNP) and Canadian Experience Class programs where those candidates were issued with invitations to apply for permanent residency in Canada. Later the Express Entry draws were expanded to include the Federal Skilled Trades Program and the Federal Skilled Worker Program.
In the new Immigration Levels Plan 2021-2023, Canada has plans to invite more than 400,000 new permanent residents.
In a recent Bloomberg interview, Mendicino shared that Canada would focus on its domestic immigration pool to recognize those students, asylum seekers, and workers who possess the skillsets that match essential services in the Canadian economy.
Immigration continues to be a significant driving factor for Canada’s economy. Statistics Canada’s research and insights have shown that foreign workers and students tend to settle down faster in the Canadian economy and they also possess Canadian work experience and education. They also have a stronger Canadian network and can comfortably speak French or English (any one of the two official Canadian languages).
A new set of immigration changes are expected from IRCC to support the new domestic immigration goals. Let’s look at the two primary benefits of this new policy approach enumerated by Marco Mendicino, the Canadian Immigration Minister.
Enhance Domestic Immigration Levels
The sudden pandemic has led to a substantial decline in Canadian immigration levels. With the release of the new policy, it will help offset the steady decline in immigration numbers.
Ensure smooth integration of newcomers into the job market
Federal government insights have consistently shown that permanent residency applicants with prior residency in Canada tend to integrate faster in the labor market. With the recent havoc inflicted on the Canadian labor market due to the pandemic, focusing on domestic immigration makes perfect sense.
